Known as **Fair Lebennin of the Five Streams**, referring to the Five Rivers of Lebennin, it was one of the most beautiful provinces of [[Gondor]]. Its capital and largest city was [[Pelargir]]. Lebennin was largely populated by Men of mixed blood, as many of its inhabitants traced their ancestry to the forgotten 'Men of the Mountains' that had been displaced from the White Mountains by the Númenóreans.
Lebennin's borders to the north are the //Ered Nimrais//, to the south and east, the sea and the Anduin, and to the west, the hills west of vale of Gilrain. The //Rathon Gondor//, the main road connecting northern and southern Gondor, runs from [[MinasAnor Minas Anor]] to [[Linhir]] by way of [[Pelargir]], shaded by twin lines of tall poplars. All of Lebennin's roads, from the //Rathon Gondor// to the smallest village roads, are well kept.
Lebennin has three basics types of terrain. Along the seacost east of [[Fanuilond]] and along the Anduin, the land is low-lying and often boggy. Even though the ground is very fertile, it is unsuitable for cultivating the grains used in southern Gondor. The mountain valleys and foothills to the nort are mostly covered by coniferous forests, and the ground is less fertile than on the plains; here, people live mostly in the lower valleys. The fertile, central plains are the home of the majority of Lebennin's settlers. The Men of Gondor call it the //Talath Lethen// (S. "Plain of Flowers"). Here, beautiful wildflowers brighten the vast green carpet nearly all year.
There are often large areas of marshy ground close to the rivers. During the years before the Kin-strife, some bogs were drained to put new land under the plough, but after the Plague that was no longer necessary, due to the catastrophic decline in population. Between the plains and the Anduin there is a one-to-eight-mile wide bottomland. This is only marginally higher than the river, and is flooded during spring and early summer, particularly the stretch between Pelargir and the sea. The bottomlands are very fertile, and everything can take root deep into the marshy ground.
Lebennin's climate is the same as in the rest of southern Gondor: warm summers and mild winters. But to talk of the ‘weather in Lebennin' is to generalise somewhat. Lebennin encompasses many diverse terrains and landscapes and the rules change from one district to the next. You can be sure that July and August in Lebennin will be hot, sometimes stiflingly so, thanks to the humidity levels that can make Pelargir and the major cities of Lebennin veritable hothouses.
This situation is supposed to break around the 1st of //Ivanneth// (middle of August), when the first rains are expected and with them a beginning of a decrease in temperature. //Ivanneth// is especially pleasant time in Lebennin, with clear blue skies. //Narbeleth// sees night-time temperatures really begin to drop, with crisp autumn days to accompany the main olive harvest throughout Lebennin. Even though most of Lebennin does not suffer from cold winters, these are still unpleasant; from //Girithron// to //Nínui// it rains almost daily. But spring always seems to come quickly.
Men of Lebennin are well-to-do, brave and enterprising people. Their life revolves around the rivers and the Sea. Dúnedain of Lebennin think of themselves as the real descendants of the Faithful and upholders of the Númenorean traditions. They are inherently conservative. People north of Erui are rurals; northern armies are viewed with suspicion and some still bear grudge from the Kin-strife. Lebennin has very strong ties with [[Ithilien Southern Ithilien]], whose inhabitants share the same culture and outlook.
The land is divided into five districts and further twenty counties. It is governed by a civilian governor (//gwaron//), appointed by the [[Tarondor King]] among eligible noblemen put forth by the Lebennin Diet (an assembly of local noblemen), for a five-year term. He is assisted by a provincial procurator (//brannon garn//) and a large staff of clerks and judicial advisers. His direct subordinates are local district-governors (//herdir//), appointed for five, ten or fifteen years. Governor is responsible for taxation, public spending, and acting as the highest magistrate in the area in behalf of the King. He must be a member of the [[GovadanGondorim Council of Gondor]]. District-governors are usually knights or talented public servants with military or naval background.
The counties have dissimilar forms of local rule. Some are owned and administered by hereditary counts (//hîratar//) or are enfeoffed to marcher lords (//rainhîr//). Others are governed by local councils and independent townships.
Lebennin is primary recruitment area for both the [[GondorArmyNavy King's Corps and the Royal Navy]]. A few of the best line infantry companies in the King's forces are supported by men of Lebennin. It has been estimated that the province could muster 8,100 line infantry, 700 cavalry, 200 light cavalry in addition of 3,700 marines and sailors. Reserve regiments consists of 3,000 armoured spearmen and 6,000 supporting archers and skirmishers. These part-time soldiers are called upon to serve three months of the year, with occasional regular drills, but otherwise living as free peasants. In times of fiscal crisis, Gondor has declined to call reservists to arms at all.
Gondorian army forces in Lebennin are under the leadership of //Commander of the Lebennin Territorial Corps//, independent from civilian administration. Royal Navy are subordinated to rear- and flag-admirals of the Pelargir Fleet, and flag-admiral of the Linhir Fleet.
During the Kin-strife Lebennin was able to field 42,000 professional soldiers and 50,400 militia.

**[[Lebennivet]]**: Legate of Lebennivet district, //herdir// Dunsûl, commander of the Corsair Shore Garrison. Divided into six counties: Balimur, Lindon, Daldor and Lanthiriath are collectively known as the Marches. They have been enfeoffed, with their substantial defense obligations, to three noblemen and one lady. County of Serni belongs to the exalted [[Serni House of Serni]]. County of Arnbâd is a self-governed township with its extensive hinterland.
**[[Celosien]]**: Legate of Celosien district, //hîr// Belechor Harnastin-Celosien. Divided into five counties: Caragost, Enedhîr, Brethil, Imduin and Dol Calimir. Caragost is a march established against the men of the mountains, governed by lord Erlinion Caragost. Enedhîr, Brethil and Imduin are admistered by local judges and officials appointed by the provincial governor. Dol Calimir is a feudal county belonging to the noble House Calimir.
**[[Arnach]]**: Legate of the Arnach district, //herdir// Nimroch. Divided into four counties: Imloth Melui, Arthor, Orchaldor and Landor. They are all administered by officials appointed by the provincial governor.
**[[Pelargir]]**: Legate of the Pelargir district and //condir// of Pelargir [[Mordulin Mordulin Orchaldor-Eldalótë]].
**[[GilrainCounty Gilrain]]**: //Hîratar// Argirion Dudhrandir, Lord Gilraen. Divided into four counties: Imlad Tathren, Gilraen, Lymen and Tumladen. Imlad Tathren is new march, continuation of the Corsair Shore. Gilraen is a feudal county belonging to count Argirion. Lymen is a self-governed township. County of Tumalden belongs to the noble House Curimardin.

//Districts of Lebennin//

His direct subordinates are local district-governors (//herdir//), appointed for five, ten or fifteen years. Governors of Lebennin have been senior members of the leading families of Lebennin. Exceptions have been very rare (Kin-strife).
Governor is responsible for taxation, public spending, and acting as the highest magistrate in the area in behalf of the King. He must be a member of the [[GovadanGondorim Council of Gondor]].
Exposed southern coast of Lebennin has been long subject to corsair raiding. King Tarondor has acted to alluviate the problem by selling his coastal lands (with extensive defense obligations) to new marcher lords (//rainhîr//).

Lebennin is governed by a civilian governor (//gwaron//), appointed by the [[Tarondor King]] among eligible noblemen put forth by the Lebennin Diet, for a five-year term. He is assisted by a provincial procurator (//brannon garn//) and a large staff of clerks and judicial advisers. His direct subordinates are local district-governors (//herdir//), appointed for five, ten or fifteen years.
